If the country that borrowed the money was a poorer country, they have to find a way to pay back the loan, with interest, which is likely to plunge them into further debt, which is one of the major problems with third world countries, like South Africa, today. This causes another problem in that it increases the already sky high wealth gap between rich and poor countries.
